Return to the shelter, follow Swallow into the snow and hear her plan for the Black Gold.

Find Swallow in the Snow

Return to the shelter and continue the scene inside. When Swallow follows the mechanical bird into the snow, go after her. The group finds her beside the cliff. Finish your conversation with her about the Black Gold; her plan leads into Kindle the Seas (opens in a new tab).

The final conversation with Swallow takes place beside the snowy cliff.
